The non-governmental organization, which is called Saman for short, is divided into organizations It is defined as being established by a group of individuals voluntarily in compliance with the relevant regulations. The important characteristics of these organizations are that they are non-governmental, non-profit, spontaneous, and have a desire for independence, and have a clear goal that functions such as informing and raising public awareness and education, attracting public participation in various fields and in accordance with the goals, expanding and strengthening coordination between government departments and the public, expanding public supervision, evaluating public projects and activities, etc.

Cultural heritage, handicrafts, and tourism non-governmental organizations are also formed with voluntary, charitable, and awareness-raising goals, attracting public participation in the field of cultural heritage, handicrafts, and tourism, participating in the preservation, maintenance, and restoration of historical monuments, participating in the development and promotion of handicrafts; participating in the development of the tourism industry, holding celebrations, conferences, and various cultural and religious ceremonies, and preserving spiritual heritage.

The first step in establishing a non-governmental organization is to be aware of its definition, type of activity, and goals. Interested parties can register by studying the executive regulations for establishing non-governmental organizations and becoming familiar with how they operate by visiting the North Khorasan Governorate portal.

After formation, in order to increase its effectiveness, an organization must take steps to standardize its activities, such as having a professional work team, effective means of communication, having a relatively broad social base, seeking member participation in activities, and dividing work according to the ability of members, etc. Undoubtedly, the most important and fundamental action of an organization is to empower its members towards its goals, and this can be achieved by holding various training courses.
