Instructions for conducting a specialized language interview

Short-term tourism courses

1- People are allowed to participate in the entrance interview who meet the admission requirements for short-term training courses as follows:

1-1- Having general conditions according to the laws and regulations of the Islamic Republic of Iran

2-1- Having at least a bachelor’s degree (approved by the Ministry of Science, Research and Technology) for the course of technical management of tourist service offices – tourism

3-1- Having at least a high school diploma for the Iran and World Tourism Guides course

4-1- Proficiency in specialized language (for the course of technical management of tourist service offices – tourism and Iran tour guides and tourism and nature tour guides)

Note: For the Iran Tour and Tourism Guides course, specialized languages ​​other than English, including Istanbul Turkish, French, German, Russian, Armenian, Italian, Spanish, Arabic, Japanese, and Persian, are also accepted, and the interview will be in the same language. It is worth noting that currently, specialized language courses other than English for the guides course are conducted in the form of research in the desired language and by determining the topic (in coordination with the professor) through an authorized institution. Regarding languages ​​for which the number of accepted students reaches the quorum, it is in the form of holding classes in the same language. Obviously, the above institution is in Tehran, and other provinces must also introduce their non-English language learners to the Educational Planning Office and the above institution.

2- Interviews are held twice a year, and the schedule is announced in Tehran by the Educational Planning Office and in the provinces by the Provincial Cultural Heritage, Handicrafts and Tourism Organization. (Based on paragraph 13 of the same instruction)

3- If the candidate is not accepted in the interview test, the minimum time interval for a re-interview is 2 months and the maximum is 6 months, during which time the candidate is required to undergo a re-training course to strengthen the specialized language in order to reach the passing score threshold according to the Educational Planning Office.

Note: Obviously, if the candidate does not appear for the interview or is rejected (within the specified time period), he/she will be denied the right to participate in the classes and subsequently the right to participate in the comprehensive exam. It is worth noting that after this time, the candidate’s right to object will also be denied.

4- The minimum passing score in the interview is 12 (twelve). It should be noted that a score of 10 to 12 will be considered conditional by this office, and a score less than 10 will be rejected. If rejected, the candidate will not have the right to participate in the course, and the applicant’s registration with the institution will be invalid.

Note: All institutions that register rejected candidates and allow them to participate in the course will be considered as offending institutions and will be dealt with according to the regulations of the Educational Planning Office.

5- Conditional learner refers to a person who:

1-5- The entrance interview score must be greater than 10 and less than 12.

2-5- The commitment form for conditional learners should be completed and signed (Appendix No. 1).

3-5- Has the right to participate in the training course as a conditional learner.

4-5- After being accepted as a conditional learner and before taking the comprehensive end-of-course exam, the learner is required to complete a 60-hour retraining course and obtain a quorum of passing marks in the retraining course exam.

5-5- A refresher course refers to a course that aims to strengthen the English language of candidates for short-term tourism courses who have been conditionally accepted as a generalist.

The number of hours in this course is over 60 hours and two sources, 1- Survival and 2- Survival Basic, are used for training.

6-5- In case of failure to comply with the above, the responsibility lies with the institution and the Educational Planning Office will not be responsible for issuing certificates to these individuals.

6- The qualified interviewer in the provinces is determined by the Provincial Cultural Heritage, Handicrafts and Tourism Organization in accordance with paragraph 7 and introduced to the Educational Planning Office for final approval.

Appendix No. 1

Letter of undertaking

Conditional learners

A conditional learner refers to a person who:

1- His/her entrance interview score should be between 10 and 12.

2- Has the right to participate in the training course as a conditional learner.

3- After being accepted as a conditional learner and before taking the comprehensive end-of-course exam, the learner is required to complete a 60-hour retraining course and obtain a quorum of passing marks in the retraining course exam.

A refresher course refers to a course that is designed to strengthen the English language of candidates for short-term tourism courses in English who have been conditionally accepted as a learner.

The number of hours in this course is over 60 hours and two sources, 1- Survival and 2- Survival Basic, are used for training.

In case of failure to comply with the above, the responsibility lies with the applicant and the institution, and the Educational Planning Office will not be responsible for issuing certificates to these individuals.

7- Conditions of the interviewers:

1-7- Conditions for interviewers with specialized languages ​​(except Persian)

1-1-7- Member of the university faculty or official secretary of education (it is mandatory to provide a copy of the employment order.)

2-1-7- Possess at least a master’s degree in a specialized language field with 3 years of relevant teaching experience (it is mandatory to provide a copy of the degree and teaching experience).

2-7- Conditions of Persian-speaking interviewers

1-2-7- University faculty member or official secretary of education (Providing a copy of the employment order is mandatory.)

2-2-7- Possess a master’s degree in one of the fields of Persian language and tourism and literature, history, geography, archaeology, linguistics and anthropology with 3 years of relevant teaching experience (it is mandatory to provide a copy of the academic degree and teaching experience)

8- How to score:

1-8- The interviewer determines the candidate’s specialized language score (except Persian) based on the following criteria:

1-1-8- Sentence structure (5 points): Choosing the appropriate structure to express the desired concept close to the conversational situation.

2-1-8- Correct choice of words (5 points): Correct choice of words according to the semantic load of the word

3-1-8- Correct pronunciation (2 points): Correct pronunciation of words

4-1-8- Fluent dialect (4 points): Appropriate speed of conveying the concept that the speaker has in mind.

5-1-8- Fluent communication (4 points): Ability to reason in developing content using communication keywords in English.

Note: Since the candidate’s level of proficiency in a foreign language is considered, questions are asked at the level of conversational language specialized in the field of general travel and tourism information and travel service offices.

2-8- The interviewer determines the candidate’s specialized Persian language score based on the following criteria:

1-2-8- Persian literature information (literary history, contemporary literature, Persian poetry, Persian prose) (6 points)

2-2-8- Iranology and tourism information (customs, local ceremonies, various natural, historical and cultural attractions, handicrafts, etc.) (10 points)

3-2-8- Fluency (4 points)

Note: Persian language interview questions are limited to general information, tourism, and Persian literature at the diploma level.

9- Volunteers interested in participating in the Iran Tour and Tourism Guides course must be in good physical health.

10- Volunteers who stutter cannot participate in the Iran Tour and Tourism Guides training course.

11- The interview time for each candidate is between 5 and 10 minutes.

12- The interviewer should avoid asking any personal questions.

13- How to conduct interviews in the provinces:

In addition to observing the nine items mentioned above, the respected officials of the Cultural Heritage, Handicrafts and Tourism Organization in the province are required to implement the following items.

1-13- The specialized language interview in the provinces is conducted by two qualified interviewers whose qualifications have previously been approved by the Educational Planning Office (according to paragraph 7 of this instruction) and in the presence of the organization’s representative in the province.

2-13- At least two weeks before the specialized language interview, the interview time, interview location, names of interviewers, provincial supervisors, along with a list of interviewees, should be sent to the Educational Planning Office.

3-13- If necessary and at the discretion of the management of the Educational Planning Office, a representative of this office will be present as an observer during the specialized interview.

4-13- The results of the interview obtained in accordance with paragraph 8 of this Order shall be included in the attached form No. 1 and sent to the Educational Planning Office in a letter signed by the Head/Deputy Director of Culture and Communications of the Provincial Cultural Heritage, Handicrafts and Tourism Organization.

Note: It is worth noting that failure to comply with any of the clauses of these instructions will result in the interview result being invalidated.

14- Regarding the interview of applicants for Iran tour and tourism guides in languages ​​other than English, the province is required to send their names, separated by the desired language, within the specified period to the Educational Planning Office so that the office can collect and arrange a schedule and hold an entrance interview for this category of applicants in Tehran.

15- After the interview, it is mandatory to send the list of candidates and their scores to the Educational Planning Office for approval. Otherwise, the acceptance of this group of applicants will be considered as a failure, and the Educational Planning Office will not be responsible for this group of learners participating in the comprehensive end-of-course exam.

16- In order to cover the costs of the interview, such as determining the professors’ fees, the location of the interview, filing the file, and other related costs, the province has the right to collect an amount of 20,000 to 50,000 rials as a registration fee from the candidate at the discretion of the head of the organization and determining the desired account number.

17- Individuals who have not achieved the minimum passing score in the written entrance exam in previous courses are required to achieve the minimum passing score in the entrance interview and the comprehensive end-of-course exam coordinated by the Educational Planning Office.

18- All students of the Iran Tour and Tourism Guides training course (English and non-English speaking) are required to participate in the training course in the same specialized language that they were accepted into during the entrance interview, and it is not possible to change the specialized language to another language.

All graduates of tourism-related fields, including tourism management, geography and tourism planning, tourism marketing and tourism planning (at bachelor’s, master’s and doctoral levels), are exempt from taking the technical management course for tourism service offices and paying the fee if they participate in the entrance interview, comprehensive end-of-course exam, and achieve a passing score in both exams.

19- All graduates of the associate degree in tourism services, with a focus on tours and travel, who wish to obtain approval for the Iran Tour, Tourism and Nature Tour Guides course, are exempt from taking the Iran Tour, Tourism and Nature Tour Guides course and paying the fee, provided they participate in the entrance interview, the comprehensive end-of-course exam, and obtain a passing score in both exams.

20- For those who have already successfully passed the course of Iran tour guides and world tour guides and are interested in adding their specialized language in this course from one to two languages, they are exempted from completing the entire course and it is mandatory for them to go through the following steps:

1-20- Passing the entrance interview in the second specialized language

2-20- Participating in second specialized language classes

3-20- Obtaining a passing score in the second specialized language introduction test

4-20- Participating in the comprehensive exam at the end of the second specialized language course and achieving the minimum passing score.

Note: After completing the above steps, it is not prohibited to issue a confirmation of acceptance in the interview and comprehensive exam at the end of the second specialized language course by the Educational Planning Office. Educational Circulars

All graduates of tourism-related fields, including tourism management, geography and tourism planning, tourism marketing and tourism planning (at bachelor’s, master’s and doctoral levels), are exempt from taking the technical management course for tourism service offices and paying the full fee if they participate in the entrance interview, comprehensive end-of-course exam, and achieve a passing score in both exams.

All graduates of the associate degree in tourism services, with a focus on tours and travel, who wish to obtain approval for the Iran Tour, Tourism and Nature Tour Guides course, are exempt from taking the Iran Tour, Tourism and Nature Tour Guides course and paying the full fee, provided they participate in the entrance interview, the comprehensive end-of-course exam, and achieve a passing score in both exams.

In light of repeated reports of temporary certificates being issued to learners (based on course completion) by a number of institutions implementing the course, we would like to inform you that in order to avoid parallel work, all of the aforementioned certificates are considered by the administration to be legally invalid and that certificates issued by the central education organization must be cited and approved.

According to the circular number 1393/902 dated 10/6/88 of the Education Planning Office, all holders of tourism educational certificates (technical management of travel service offices, Iran tour and tourism guides, nature tourism and hotel management) of the Technical and Professional Organization are not exempt from attending classes at institutions licensed by the Cultural Heritage, Handicrafts and Tourism Organization, and applicants for tourism certificates must attend courses at institutions licensed by the Cultural Heritage, Handicrafts and Tourism Organization.

* According to educational directives, the acceptance requirement for graduates of tourism management and other similar fields in the comprehensive technical management exam for travel service offices is to obtain a minimum GPA of 12 and a score of 12 in the comprehensive specialized language exam. The quorum for all courses is 10 out of 20.

Based on the decisions made by the Educational Council of this office regarding the participation of students and graduates of tourism majors in the comprehensive exams at the end of the technical management courses, Irantour and tourism guides, and nature tour guides, students and graduates can participate in the comprehensive exams a maximum of three times, consecutively.

After that, if the learners fail all or one of the courses, the course will be considered a failure and the learners must re-register and, after completing the course and passing the comprehensive exam, obtain a certificate related to the technical management course, Iran tour and tourism guides, and nature tour guides.

* According to the decisions made by the Educational Council of the Tourism Education Office, all those interested in participating in technical management courses, Irantour and tourism guides, and nature tour guides, if they wish, can participate in all courses and receive the above certificates, but they are only allowed to use one of the certificates for employment and cooperation with tourism centers.

Students interested in taking tourism training courses can participate in training courses, as well as a comprehensive exam and interview, by presenting the original certificate of employment stamped with the university seal, and at the end of the course, receive a temporary certificate valid for 2 years.
It should be noted that a temporary certificate is issued only once for each learner, and it is obvious that upon presentation of the original academic certificate, appropriate action will be taken towards issuing a certificate of completion.
Providing these facilities to students is solely related to the training office, and issuing the aforementioned certificate is merely a means of completing the training course, and in no way will it be possible to use the temporary certificate for the purpose of issuing a guide card and introducing as a technical manager.
