With the help of God Almighty and relying on the eternal power of God, in the light of faith and common determination and planned and thoughtful collective effort, and on the path to realizing the ideals of the sacred system of the Islamic Republic and its cultural policies and the goals foreseen in the twenty-year vision document, with an idealistic view of achieving Iran’s true position in the world as one of the richest, oldest and most influential human cultures and civilizations, with unique natural features and enjoying constructive and inspiring interaction in the international arena, the cultural heritage, handicrafts and tourism of North Khorasan is a complex: developed with the second economic, scientific and technological position in the region, with an Iranian and Islamic identity, inspiring among provincial sectors and national complexes and with constructive interaction in international relations. The cultural heritage, handicrafts and tourism complex of North Khorasan province, within the horizon of this vision, will have the following characteristics: developed, proportionate to its cultural, geographical and historical requirements, relying on ethical principles and Islamic and national values \u200b\u200bwith an emphasis on the role of the people, social justice, Legitimate freedoms, preserving human dignity and rights, and enjoying security. Possessing advanced knowledge, capable of producing science and technology, relying on the superior share of human resources and social capital in national production. Possessing equal opportunities, appropriate income distribution, free from corruption, discrimination, and enjoying a favorable environment. Active, responsible, satisfied, possessing a work conscience, discipline, a spirit of cooperation, and social harmony, committed to the revolution and Islamic system, and the prosperity of Iran, and proud of being Iranian. Achieved the second economic, scientific, and technological position in the field of cultural heritage, handicrafts, and tourism at the regional level (including neighboring provinces and neighboring countries) with an emphasis on the software movement and science production, rapid and continuous economic growth, a relative increase in per capita income, and achieving 10 percent of total provincial employment.
